I would say yes (not completely 100% sure). How do you think the organ creates the puff with this frequency ( if it actually does indeed)?

First, organs don't create 'puffs' of air. The blower in an organ fills a bellows that becomes a reservoir of pressurized air. As keys are depressed, valves open that allow that air to flow into pipes. The flow is a steady stream, NOT a puff.
The sound is created when the stream of air passes over an opening in the side of a pipe. The frequency of the tone is determined by two factors:
1. The physical spacing between that opening in the side of the pipe, and the end of the pipe. This is the most fundamental factor since this distance determines the wavelength of a vibrating column of air inside the pipe. (To be absolutely accurate, the physical distance is one-half the wavelength of the sound wave.)
2. Whether the end of the pipe is open or closed.
Various additional modifications can be made to the pipe to further modify the tone - wood versus metal, the pipe diameter, or the addition of reeds to make the sound 'squeeky'.
